Compliance begins with intended use, not a certificate collage

A finished pet oral film must be classified and reviewed in the market where it will be sold. In the United States, FDA explains that products people may call animal supplements are regulated as animal food or new animal drugs depending on intended use; disease treatment or prevention claims can indicate drug intent. In the European Union, Regulation (EC) No 767/2009 requires feed claims to be objective, understandable and scientifically substantiated, and it prohibits claims that a feed prevents, treats or cures disease. For this reason, our web pages use benefit territories and development directions rather than guaranteeing a claim. Final ingredient eligibility, label wording, company responsibilities and registrations are assessed project by project with the brand owner and importer.

EU and Germany projects require an evidence trail

EU planning considers the product category, feed-material and additive status, responsible operator, mandatory particulars, languages, claims and supporting evidence. Germany may add competent-authority and commercial expectations beyond the central EU rules. FEDIAF’s 2025 Nutritional Guidelines provide an industry reference for complete and complementary pet foods, while the finished concept still needs its own formulation and label assessment. We can organize the technical file around the approved formula, specifications, analytical plan, batch records and artwork. We do not state “EU approved” as a blanket status because there is no single approval badge that replaces the applicable legal pathway and national requirements.

US projects combine federal and state-level review

FDA’s animal-food framework addresses ingredients, safety, manufacturing conditions and labeling, while individual states can have registration and label requirements. AAFCO model regulations and ingredient definitions are influential, but AAFCO itself explains that its models are not federal law and states adopt them in different ways. Ingredient names, intended use and claims must therefore be reviewed together. Hytanbio can supply formula and manufacturing information needed for the buyer’s regulatory work, but the US brand owner is responsible for federal and state market placement. The product should not be described as “complete and balanced” unless it is actually formulated and substantiated for that purpose; oral-film concepts are generally positioned for intermittent or supplemental use.

Documents are supplied by confirmed scope

A project file can include the final specification, bill of materials under confidentiality, batch certificate of analysis, selected raw-material specifications, manufacturing record references, packaging specification, artwork approval and available quality-system evidence. Stability, microbiological, contaminant, identity or assay testing is selected based on formula, claims, market and shelf-life needs. Certificates should only be displayed when they apply to the relevant legal entity, site, scope and validity period. The certificates supplied by a buyer or factory are therefore verified before publication; a generic icon row is not treated as proof. Ask for a documentation matrix during quotation so required evidence can be priced and scheduled before the batch.
